"Higher educational institutions in the regions have also appealed us. We will provide their security on high level," Guliyev said.

A gunman attacked the Azerbaijan State Oil Academy on April 30. The gunman entered the Azerbaijan State Oil Academy in Baku and climbed five floors of the building, shooting everyone he met along the way and killed 12, wounded 13. The fire killed 12 and wounded 13. Three of the wounded have been discharged.

Gadirov then shot and killed himself with the gun, a Makarov pistol, when he saw police approaching.

Farda Gadirov's fellow villager Aliyev Nadir Shirkhan oglu, 25, who kept close contact with the killer, has been detained as suspect on May 1.

Guliyev said security of institutions that have appealed to the department will be provided both with gun and other technical devices.

He said the oil academy has never appealed to the Central Security Department

Guliyev said the education institutions make up small part of the institutions whose security is provided by the Central Security Department.

He said the department finances itself via own funds and provides security on a high level.

"The governmental agencies pay for security services from the funds allocated by the Finance Ministry," he added.

The Central Security Department provides security of buildings from 08:00 to 18:00 for 900 manat per month.
