It is not necessary to look for any considerable causes in the personnel changes in Kazakhstan, the Kazakhstan political scientist, head of the Risk Assessment Group, Dosym Satpayev, told Trend by telephone.
"Regarding today's personnel changes, which related to Marat Tazhin and Kanat Saudabayev, it does not need to look for any mistakes in their work," said Satpayev, commenting on the situation at the request of the Trend Agency.
Describing Marat Tazhin, the political analyst said that "he was neither the worst nor the best foreign minister", and "he was in charge of preparing Kazakhstan for chairmanship to the OSCE."
"Tazhin had to report to international organizations why Kazakhstan has not completely fulfilled these or other conditions. That is, he had to keep a good face on a bad game," said Satpayev.
According to him, the post of Secretary of the Security Council of Kazakhstan "is not fall or is not promotion for Marat Tazhin, but it is an equivalent post."
"This post is not new for him. Formerly he headed this structure and was "gray cardinal" to develop the foundations of pro-government analytics," said the political scientist.
Formerly Marat Tazhin was the head of the Center for Analysis and Strategic Research, President's assistant for national security, the Chairman of the National Security Committee, the Secretary of the Security Council of the Republic of Kazakhstan, and since January 2007 - Foreign Minister of Kazakhstan.
"Under the current situation, the role of the Security Council will only increase. Thus, Marat Tazhin will coordinate the work of other government agencies," said Satpayev.
Regarding Kanat Saudabayev's appointment as foreign minister, the expert said that it is not worthy to expect from him any revolutionary reforms at the ministry.
"Saudabayev is not a career diplomat, he is a government official. Kazakhstan's foreign policy is determined by the President, and the foreign minister is only a tool. And Kanat Saudabayev will be able to present Kazakhstan to the world community as Ak-Orda orders," said Satpayev.
According to him, "all routine work on the preparation of Kazakhstan for chairmanship to the OSCE was done by Marat Tazhin, and Kanat Saudabayev will only realize the approved program."
Today the President of Kazakhstan Nursultan Nazarbayev issued a decree appointing Marat Tazhin the Assistant of the President - Secretary of the Security Committee, and dismissing him from the post of foreign minister.
On the same day, the President appointed Kanat Saudabayev, who worked as Secretary of State, the foreign minister of Kazakhstan.
Formerly 63-year old Saudabayev worked as the chairman of the Kazakh SSR State Committee for Cinematography, the chairman of the Kazakh SSR State Committee for Culture, Foreign Minister, Head of Office of the Prime Minister, was an ambassador of Kazakhstan to Turkey, UK, USA, and since May 2007 - Secretary of State of Kazakhstan.
