A number of organizations in Azerbaijan have held inner reforms, Azerbaijani opposition Citizens and Development Party Chairman Ali Aliyev said.
A union of parties with a common ideology would be useful to society, he added.
"Political activities that do not educate are dangerous. Today, the joint participation of the left and the right in Azerbaijan is seen as abnormal," Aliyev said.
There are 60 parties in Azerbaijan, of which 54 have passed state registration. According to Aliyev, politicians must campaign among the masses.
"There is a misleading view in Azerbaijan that people know their heroes and as a result of some events they will come to power. This is false. For 20 years, a new generation has grown. This generation has gained the right to vote. This generation did not witness the events in the square and is not familiar with the events of the 1980s-1990s," he said.
Aliyev stressed that Azerbaijan's political forces have failed to unite. In these matters, personal, clan ambitions and questions of leadership must be set aside, he added.
