During a meeting of the Parliament on Friday, the Vice Speaker of the Azerbaijani Parliament Bahar Muradova proposed to abandon the principle of allocating funds for activities of municipalities from the Public budget.
The authority granted by law must gradually be transferred to municipalities, and these structures should not receive funds from the Public state.
Municipalities should be freed from the care of state. Each local authority must consider in what ways can ensure the payment of duties stipulated in the legislation, said Muradova.
During discussions on new mechanisms to ensure the efficient operation of municipalities, Muradova noted that there is no need to invent new mechanisms, as it will be enough if the municipalities use the powers entrusted to them by the law.
"The world has the practice of providing grants to municipalities. These bodies can participate in and implement projects of different donors, non-governmental organizations," said Muradova. According to her, in this case there will be a healthy competition between the municipalities.
Following discussions, annual report on the activities of municipalities was adopted.
