Venice Commission adopts preliminary opinion on law on Azerbaijani political parties

The Council of Europe's Venice Commission adopted an opinion on the draft law on amendments to the law on political parties of the Republic of Azerbaijan at its plenary session on Dec.16-17.
According to the opinion, the law on political parties covers a wide range of matters. In some respects, however, the law does not provide more detailed description of the procedures. For example, there is an absence of control over how political parties spend their funds.
"A number of problems identified in the Venice Commission's previous opinion in 2004 have not been addressed. These include the ineffectiveness of measures to prevent corrupt donations, already referred to, the exclusion of foreign citizens and stateless persons from political life," the opinion says.
