Azerbaijani President Ilham Aliyev issued a decree on injecting changes and supplements to the presidential decree dated 2 September 2002 вЂ�On improvement of rules of issue of special permissions (licenses) on several types of activities. In compliance with the decree, signed with regard to improve the implementation of the entrepreneur activities in the sphere of automobile transport, establishment of equal conditions for those delivering services, satisfaction of the public need on the level meeting advanced requirements, formation of the market of civilized services, prevention of misappropriation and provision of the application of rules ensuring transparency, 35th items in the following edition: “Some в"- title of the activities of the executive bodies issuing licenses, international, city, local delivery of passengers and cargo deliveries by automobile transport of the Transport Ministry” was added to the supplement #2 implying a “List of activities, requiring special permission (license), confirmed at te presidential decree dated 2 September 2002.
A special permission can be issued for implementation of passenger deliveries and cargo deliveries by automobile transport by one or all types.
The Cabinet of Ministers was committed to accord within a month with the Azerbaijani President additional conditions, needed for issue of a special permission and confirm; prepare and present to the President draft standard documents, regulating passenger transportation and cargo deliveries by automobile transport; design and submit to the President relevant proposals to coordinate the legislative acts in force with the decree depending on the peculiarities of the type of activities indicated in the first item.
The local executive bodies are charged to cancel immediately collection of payments from people carrying out entrepreneur activities in passenger transportation and cargo deliveries by automobile transport, which were not included in the legislation, and application of special permission system.
The decree enacts into law since the date of publication.
