The Central Election Committee of Azerbaijan Republic has brought out Instruction for Election Day devoted the by-election, the re-run election, the new and first election to several municipalities to be held on October 6, 2006, the Committee told Trend.
The Instruction was published within the program of instructing of lower election commissions and is aimed at members of constituencies. The edition begins with Chairman of the Central Election
Committee Mazahir Panahov`s speech to members of constituencies. The speech includes the constituencies` heavy responsibility in preparing and holding the election, tasks the constituencies` members can face with. The speech expresses confidence that this instruction will play an important role and help constituencies to fulfill their duties.
The instruction also explains some election terms, the role and responsibilities of members of constituencies, the order of functioning of a poll station, as well as measures taken during the voting, the poll, the report about the election returns, etc.
Instruction for Election Day has been prepared on the grounds of the Election Code of Azerbaijan republic, the corresponding Decree on Enforcement of the Election Code, as well as the decrees of the President of Azerbaijan Republic dated May 11, and October 25, 2005, Instructions, Explanations,and Rules adopted by the Central Election Committee. The text of the edition has been prepared with participation of the International Fund on Election Systems (IFES).
