Azerbaijan President Ilham Aliyev has issued an order on establishing a budget fund Highways in the Country`s State Budget. It was pointed out in the order that construction of modern highways is a necessity in ensuring Azerbaijan`s social and economic development, as well as expanding entrepreneurship in the regions and improving the life conditions of the population of the Country, Trend reports.
Over recent years, at the expense of the credits, major work on the reconstruction of existing motorways and the construction of new ones has taken place. To speed up the process as well as the efficiency of the highway network and the maintenance of such, the budget fund Highways was established in the State Budget.
The Fund will be fulfilled under the following articles of the State Budget: road tax; simplified tax that paid by owners and users of carriers aimed at carrying passengers and loads, excises applying to imported autos, state duties from permission to carrying out international conveyance via the territory of Azerbaijan, state duties from the annual technical examination of auto transport carriers, including motor transport means, trailers, etc.
These funds will be managed by Azerbaijan`s Transport Ministry. The Cabinet of Ministers of the Country has been commissioned to prepare an expenses policy aimed at maintaining and operating the highways before its approval by the Azerbaijan President.
The Order is to be enforced on 1 January, 2007.
