Azerbaijan’s Governing Party Develops Draft Amnesty Act

Azerbaijan, Baku, 2 May / Trend corr I. Alizade/ "Governing New Azerbaijan Party (NAP) has developed a Draft Amnesty Act pertaining to the 85th anniversary of ex-President Heydar Aliyev," Siyavush Novruzov, Deputy Executive Secretary of the NAP, said  to journalists on 2 May.

Novruzov said that the amnesty act may get passed in the Parliament by 10 May - Heydar Aliyev's birthday. The amnesty act covers the prisoners who have committed the involuntary manslaughter, as well as elderly women.  

According to Novruzov, the draft amnesty act will be submitted to the parliamentary commission for policy of law and state buildingand later will be put for discussion at the Parliament. "A parliamentary meeting will take place on 6 May. And we will try to solve the issue by that time," he said.

So far, 8 amnesty acts have been passed. The last amnesty act was passed on 10 May 2007 due to the 84th anniversary of Heydar Aliyev.

Seven amnesty acts were applied to 78,000 prisoners. The eighth one is currently being implemented. It has released over 2,700 prisoners.
