Most appeals at the European Human Rights Court are filed against Russia, Turkey, Romania and Ukraine, the Juridical Enlightenment Society quoted the EHRC as saying.
The court is currently examining 97,300 lawsuits.
Over 50 percent were filed against Russia, Turkey, Romania and Ukraine.
The European Court examined 45,000 complaints until 1998.
The figure amounted to 50,000 in 2008 alone.
The court received over 3,000 appeals in late 2008 after the August developments between Russia and Georgia. Georgia also filed an intergovernmental complaint against Russia.
Azerbaijan joined the Council of Europe in 2001. The country's parliament appealed to the Council of Europe to receive special guest status. The European Court has passed 16 decisions on Azerbaijan.
