Proposals increasing penalty for damaging green areas presented to Cabinet of Ministers in Azerbaijan

The Ministry of Ecology and Natural Resources of Azerbaijan presented to the Cabinet of Ministers a proposal to increase the penalty to be applied for damage to green areas in the country.

"The proposal also envisages penalty for moral damage during destruction of green areas," Minister of Ecology and Natural Resources Huseyn Bagirov briefed the media on June 5.

Azerbaijani president Ilham Aliyev banned tree felling to clean the territory under the construction of private facilities, or houses. The head of state made this statement in a meeting of the Cabinet of Ministers dedicated to the results of socio-economic development in the first quarter of 2009.

The president said trees can be cut only if state project is realized or roads are expanded, etc. Nearly 3 million trees will be planted in two years. The trees will be planted in Garadagh, Surakhani, Sabunchu, Absheron, Binagadi and Azizbayov districts of Baku

Bagirov said that the results of monitoring carried out in connection with the cutting of trees in Baku were also presented to the Cabinet of Ministers.

"With other ministries, we are preparing rules for the creation of a joint working system. The main goal is to achieve absolute payment of the fine by the organizations that are fined. Today 15-20 percent of fines imposed for damage to green areas is paid. When any institution , plant or municipality is required to pay the fine, they do not pay, saying that they have lack of finance. The Ministry supports a system that would ensure payment of 90-100 percent of fines," said Bagirov.
