The Council of Europe supports creating a probation service in Azerbaijan under penal reforms.

"Penal reforms included establishing a probation service, but so this kind of a structure has not been formed. Azerbaijan is the only country in the Council of Europe where a probation service isn't fully functioning. If the Azerbaijani government is interestd, we are ready to provide all the necessary assistance," Council of Europe Baku Representative Office head Veronika Kotek  told journalists today.

The probation service envisages non-jail sentences.

The peculiarities of any country and the nature of the crime should be taken into account when creating such a structure, Justice Ministry Penitentiary Service head Huseyin Alikhanov said.

"There are such crimes which cannot operate through the probation service," Alikhanov said.
