Azerbaijan, Baku / Тrend corr K. Zarbaliyeva / A petition was submitted against the panel of judges considering the lawsuit of Azerbaijan's former health minister against Azerbaijan Justice Minister and Azerbaijan Penitentiary Service.
The protest was submitted to the judge during the trial held at Baku City Nasimi District Court chaired by Judge Mammad Mammadov on 3 September, the attorney of the former minister, Aghaveys Shahverdi, reported to Trend on 3 September. According to him, the protest was caused by the hostile mood of the court against the plaintiff. The decision in this connection will be made on 4 September.
According to the attorney, the petitions requiring participation of Insanov and a representative of the Justice Ministry in the trial, as well as the monitoring of Insanov's cell, were not allowed. That again proves the hostility of the panel of judges and the fact that the court is acting by one's order.
The Justice Minister, Fikrat Mammadov, is represented in the trial by the head of the sanitary department of Investigation Cell 1, Etibar Garayev, and Penitentiary Service is represented by the deputy head of the Cell, Aghaamad Mammadov.
According to Insanov, he underwent torture from Justice Minister and the staff of the Penitentiary Service for exposing Justice Minister's close relative, Jamil Aliyev. Insanov says he was kept in the Bail Investigation Cell for over 40 days and despite repeated appeals he was not provided with in-patient treatment.
Insanov is dissatisfied with his prior cell which is intended for life prisoners, as well as with his current cell which is a semi-cellar room. According to the ex-minister, he is kept in a stinking and damp cell which poses a threat to his health.
Presently he is held in the Bail Isolation Cell-1 of the Penitentiary Service of Azerbaijan. He demands the transfer to the Patient Care Institution of the Penitentiary Service. Medical examinations on him have proved that he suffers from a vertebral hernia.
The trial regarding the ex-minister's petition will continue at Baku Court of Appeal chaired by Judge Gayil Mammadov on 4 September.
