Statistics of goods ordered abroad should be maintained - Azerbaijani expert

E-commerce is growing rapidly around the world, Azerbaijani expert on economic and legal issues Vusala Ahmadova told Trend on Feb.3.

According to Ahmadova, as the global reports on e-commerce show, its global retail volume has reached $2 trillion in 2020.

She noted that the Azerbaijani citizens mainly buy electronic equipment, auto parts, smartphones, computers, clothes, various small goods from abroad.

Online ordering of parcels from foreign countries to Azerbaijan was previously carried out by creating a special declaration on the carrier's website. In pursuance with the amendment to Resolution No. 305 of the Cabinet of Ministers, from now on, the declaration must be drawn up for each goods imported from abroad through the Smart Customs application, the expert said.

"The Smart Customs project is designed to improve the level of service, to avoid wasting time. The creation of the new e-commerce platform is welcomed," she added.

Ahmadova pointed out that amendments were also made to some rules determined by the decree of the Cabinet of Ministers of October 14, 2013 on the movement of goods across the customs border that aren’t intended for production or commercial purposes.

"Previously, citizens could import goods from abroad in the amount of up to $1,500 without paying duties, but in accordance with the new changes, this limit has been reduced to $800," she said.

According to the expert, the new rules have also been applied to e-commerce.

"By the old rules citizens could order goods worth up to $1,000 without paying a commission, but with the new amendments this limit was reduced to $300 per month," she said.

At the same time, according to her, when ordering more than two identical or similar goods, citizen must pay a state duty of 36 percent on every third product.

"Statistics of goods ordered abroad should be maintained. The strategy of differentiated customs clearance can be applied to goods that are not produced in the country and are not planned for production," Ahmadova said.

The new rules introduced by Azerbaijan’s State Customs Committee prohibit citizens from importing parcels, not declared in the Smart Customs application and on the committee's portal, into the country.
