The State Employment Agency under the Azerbaijani Ministry of Labor and Social Protection of the Population plans to put into operation an electronic cabinet system for employees soon, Deputy Chairman of the State Employment Agency Farid Valiyev told Trend on Feb. 19.
"The work on the creation of subsystems of labor relations and employment has already begun," Valiyev added.
"We plan to hand over a pilot project of this concept to the Ministry of Labor and Social Protection of the Population soon," deputy chairman added. "Through the system, we will be able to control the process of hiring workers for any position throughout the country."
"Moreover, this platform will make the conclusion of employment contracts transparent, strengthen the protection of the rights of workers and employers and control the payment of wages in accordance with the law," Valiyev said.
"Another sphere of the subsystem of labor relations is connected with employment," deputy chairman said. "In this sphere, on the basis of artificial intelligence, we will solve problems in the field of employment, payment of unemployment benefits, formation of a register of social support, development of a list of vacancies, expanding opportunities for employers and the unemployed."
"At the same time, the system will allow tracking accidents at work and keeping such registers with the further application of appropriate measures in connection with such incidents," Valiyev said.
"A risk-based audit platform will be created in the field of labor rights protection, revealing of hazardous spheres of production, control of employment contract norms," deputy chairman said. "Moreover, an electronic platform of fines will be created with the possibility of paying them directly in this system."
"The implementation of this project will facilitate the process of concluding employment contracts, eliminate the availability of employment record books and relevant standards," Valiyev said.
"Moreover, after this system is launched, social insurance cards, paper documentation, documents confirming employees’ vacation will be eliminated," deputy chairman said. "This platform will nullify physical checks by the Ministry of Labor and Social Protection of the Population as all checks will be carried out based on the data of this subsystem. Physical checks will only be possible in special cases when there is an urgent need for physical contact."
Valiyev said that along with this system, the work is underway to develop the following projects:
1. Subsystems of labor relations and employment;
2. Register of employed people;
3. Employment cards of the country's population;
4. Website of public work;
5. "Bacar" virtual training platform;
6. Information resource for monitoring informal employment;
7. Systems of electronic labor exchange;
