BAKU, Azerbaijan, July 11. The national action plan for 2024-2026 for the development of competition and the prevention of anti-competitive activities is at the coordination stage in Azerbaijan's government, Head of the State Service for Antimonopoly Control and Supervision of the Consumer Market under the Ministry of Economy Mammad Abbasbayli said during the first National Competition Forum held in Baku today, Trend reports.

"We hope that after its approval, the competition legislation will become more effective, contributing to the development of a competitive culture. The national action plan includes many benefits and mechanisms, such as commitments and tasks for all state regulatory authorities to promote competition and prevent anti-competitive practices with established deadlines. This will ensure a comprehensive and systematic approach to developing a competitive environment," he said.

According to him, the state's stimulation mechanism lies in fair, open, transparent, understandable, and correctly applied legislation.

"In the field of competition, in general, competition regulation, dynamic regulation has replaced static regulation, which has become a global trend in competition legislation," he pointed out.

Abbasbayli emphasized that the formation of a competition culture in our country, and the harmonization of competition policy with other economic sectors is a necessity.

"The legislation of any country, including competition legislation, must be aligned with the economic vector and development strategy. Cooperation between competition authorities and other entities is also a key factor. In this context, mentioning competition as an important component of our legislative process is very appropriate," added the head.

According to the official, another important aspect is measuring the level of competition in the country, developing a competitiveness index, and creating a competition map.

"This process requires significant effort and data analysis. Ultimately, we aim to create an open platform where information about market structures, their shares, and products will be available, allowing for more effective application of competition legislation. All this is aimed at preventing violations in the field of competition and improving the overall economic environment in the country," he stressed.

The State Service for Antimonopoly Supervision and Control of the Consumer Market participates in the preparation and implementation of state policy in the field of antimonopoly policy, public procurement, technical regulation, standardization, metrology, and consumer protection.

The main mission of the service is to create conditions for free competition and effective protection of entrepreneurship, which ensures the sustainable development of the country's economy.
