The improvement of the Kazakh content calculation method will be completed in the first quarter of 2009. All companies united in the group of the National Welfare Fund (NWF) will follow this method, Kairat Kelimbetov, Chairman of the board of NWF Samruk-Kazyna, said.
"The Fund will elaborate complex program on development of kazakhstani content aimed at ensuring effective and coordinated activities of the holding's companies," Kelimbetov said delivering a speech at the meeting of Fund's companies on procurement of commodities, work and service from local producers.
This method will take into account the
content of domestic commodity producers and wages of individuals - residents of
Kazakhstan to the total value of goods, works and services.
There are 404 organizations in the group of companies of NWF (the largest
national companies and development institutions) with state share, including
Fund has 100 percent share in 44 companies..
Procurements of Fund's companies are the strongest rod for stimulating the demand on the internal market of the country. Only in 2009 the total volume of procurements of four largest companies of the Fund, such as KazMunayGas, Kazakhstan Temir Zholy, Kazakhtelecom, and KEGOC will be 685 billion tenge.
Single rules to implement procurement for all subsidiaries were approved in the group of companies.
For example, the term of tender was cut of
to 15 days, also the term of domestic institutional arrangements of customers
was also reduced. This allows holding all the tender procedures not in 60 days,
but in 20 days.
The priority in will be given to domestic
producers. According to Kelimbetov, a Register of domestic producers will be
formed the Fund. Fund's companies may directly purchase goods from conscientious
suppliers; whish enter the register.
In addition, a summary of all procurement plans and outcome of contests by companies, which are united in the group, will constantly be placed on the website.
