The Azerbaijani Labor and Social Protection Ministry is designing a bill to strengthen measures on employing migrants, Minister Fuzulim Alakbarov said.
"The bill calls for imposing fines worth 1,000 manat and holding companies accountable," Alakbarov said.
He said the ministry plans to take measures to improve quality in the labor market and develop the country's labor resources. The monitoring indicated that the flow of migrants into Azerbaijan fell significantly in recent years.
"Azerbaijan needs highly skilled experts as they play a great role in economic development. Each employer who hires migrants without permission must be held liable," Alakbarov said.
According to the ministry, number of unregistered migrants was 3,353 in October 2008 compared to 507 in 2007. Although the number of registered foreign citizens increased 5.7 times, the number of foreigners working in Azerbaijan totaled 13,000-15,000, which is 5 times lower than the actual figure of those who received permission to work.
