Obligatory medical insurance agency to operate soon: minister

The agency on obligatory medical insurance will launch its activity under the Cabinet of Ministers in the nearest time, Azerbaijani minister of health Oktay Shiraliyev said on June 17.

"The ministry of health designed all necessary proposals and documents and submitted them to the Cabinet of Ministers," Shiraliyev said.

Active introduction of obligatory medical insurance depends on the Cabinet of Ministers. The agency will operate under the Cabinet of Ministers, he said.

"Activity of the agency will be regulated by the Cabinet of Ministers but not the ministry of health," minister said.

The agency on obligatory medical insurance was established under the Cabinet of Ministers in December 2008. Roughly 1.4 million manat was allocated from state budget-2008 to introduce system. Roughly 51.11 million manat were envisaged for these purposes in budget-2009. 

State of the agency has not been approved yet. Siazan was chosen pilot region to introduce obligatory medical insurance.

Creation of medical social insurance system is conducted within project of WB on reforming of health system, improvement of medical services quality in Azerbaijan.

Earlier the Azerbaijani State Social Protection Fund suggested its participation in collection of funds on medical insurance given experience of accumulation of deductions on obligatory social insurance. But the agency will deal with accumulation of funds after the President's decision. 

According to research conducted by the State Social Protection Fund, roughly $200 million is spent on medical service in the country. Presently, medical insurance is conducted in several joint enterprises and companies. 

On June 17, the official exchange rate is 0.8039 manat to $1.
