It is expected to involve the private sector in the work on creation of a single state real estate cadastre in Azerbaijan, the State Property Committee reported on Monday.
President Ilham Aliyev signed a decree approving the "Rules for the establishment and maintenance of a single state real estate cadastre in Azerbaijan" in July.
In accordance with the decree, the State Property Committee was tasked to conduct technical inventory, assessment, and a single state cadastral registration of real estate throughout the country, regardless of ownership, and to provide a progress report to the President once a year.
The committee said the drafting of the single state cadastre of real estate involves the development of digital cadastral maps, and automation of this area, following which can be established a single cadastral data bank. The data bank can be used with the application of information and communication technologies. Creating a real estate cadastre will provide an opportunity for full and rational use of real estate.
The application of the rules of the establishment and maintenance of a single state real estate cadastre in Azerbaijan will result in creation of a single cadastral information base on all types of real estate in the country regardless of ownership. This database will allow municipalities, local and central authorities to organize an effective system of governance associated with the property.
An automated system of real estate data will become the single source of information on real objects that exist in Azerbaijan, for the public and government agencies. Various government agencies will be able to obtain the necessary inventory information on the performance of their responsibilities after appealing to this source.
Introduction of a single state real estate cadastre will facilitate the registration of citizens' rights on property and provide an opportunity to create a civilized property market.
According to the State Committee, the work is underway to create digital maps of real estate on the basis of international tender announced under the project "Real Estate Registration" with support of World Bank.
