Uzbek President Islam Karimov signed a decree yesterday on creating a non-budget fund to reconstruct, repair and equip educational institutions.

The document was published today in national media outlets.

The decision was made in an effort to effectively use and update the material base of educational institutions. As part of the initiative, the fund will also provide computer technology, teaching and laboratory equipment, and furniture and stock, and also introduce advanced educational technology and information communications systems.

According to the document, the fund will be organized under the Finance Ministry from Jan. 1, 2011 based on an abolished non-budget fund of school education, which had been in force since 2004. All of the fund's assets and liabilities will be transferred to the newly established organization.

The new fund will reconstruct, repair and equip educational institutions, from secondary schools to academic lyceums and professional colleges. The initiative will also aim to expand educational buildings with workshops and laboratories and build sports facilities and playgrounds, and other infrastructure facilities.

The fund generates revenue from business entities making compulsory contributions in the manner envisaged by law, as well as grants and favorable loans from international financial institutions and other foreign donors.
