Kazakhstan will develop industrial innovation activity, the Industry and New Technologies Ministry told Trend today.
"The law on "State support doe industrial innovation activity" was adopted in early 2012," the message said. "The law envisages a wide range of public financial and non-financial support to industrial - innovation projects."
According to the Committee, the main provisions of the law are aimed at improving the competitiveness of the national economy by stimulating the development of priority sectors of the economy and rendering state support for industrial innovation activity.
Several programs aimed at supporting the business "Innovation development and technological modernization program", "Inter-branch scientific and technological development plan", "Exporter-2020", "Investor-2020", "Kazakh content development programme",
"Productivity 2020" were adopted within this law.
The law also envisages the measures of direct financial state support: credit, subsidized interest rates, long-term lease financing, guarantees on loans, investments in authorized capital.
According to the law on "State support for industrial innovation activity", subsoil users, operating in Kazakhstan, are obliged to allocate no less than one percent of the gross annual income for research, development, design and technological work.
"This work should be focused on getting products with high added-value, research in the field of ecology, protection of labor, ensuring safe operations, energy efficiency within the industrial activity," the Committee said.
Moreover, there are additional deductions by 50 percent, i.e. 150 percent of taxpayers' costs spent on research and development.
Another measure, aimed at developing the industrial and innovation activity, is the intention to deliver the country's mineral resources in exchange for investments.
"The right to subsoil use is planned to be given to the entities of the industrial and innovation
activity as one of the incentives to create products with high added value to increase their mineral resource base in accordance with direct negotiations without using competitive procedures," the committee said.
Earlier, Kazakh Minister of Industry and Trade Asset Issekeshev reported that Kazakhstan will be able to provide investors with deposits without tenders in return for large projects this autumn.
