A Committee for Industry, Construction and Trade of the Legislative Chamber of the Uzbek parliament has held a "round table" on "Improvement of legislative acts on heat supply", the lower chamber of the parliament said today.

Members of the Legislative Chamber, officials of the Cabinet of Ministers, heads of ministries and departments, experts and media representatives have discussed the bill on "Heat Supply". It defines the legal, economic and organizational foundations of heat supply, the directions of the state policy in this area, the rights and obligations of providers and consumers of heat supply.

At present, the legal framework in the field of heat supply in Uzbekistan consists primarily of government regulations and other acts.

The need for regulating the relations in the sector and ensuring efficient, safe and reliable exploitation of the heating facilities requires improving the legislative acts to meet modern standards.

The developed bill is aimed at ensuring the conservation of heat supply systems, rational use of heat by the organizations and consumers, reliability, security and quality of heating supply, the use of combined generation of electricity and thermal energy, observing the balance of the economic interests of heat supply organizations and consumers.

Moreover, the bill regulates such important consumer issues as compliance with quality parameters of supplied heat, the use of energy efficient and renewable energy technologies, the development of heating systems.

Taking into account the proposals, the participants made recommendations to improve the bill.
