Azerbaijan intends to expand boundaries of non-cash payments

Identity cards of the new generation, the issuance of which in Azerbaijan will begin starting from December 1, 2015, may be used during the implementation of non-cash payments, a source on the telecommunications market of Azerbaijan told Trend Dec.22.

Work is currently underway to develop mechanisms that will allow to implement non-cash payments, which in turn will stimulate the development of e-commerce in the country, according to the source.

It is reported that the electronic chip on the identity card will contain the authentication certificates and certificates of electronic and digital signature.

The ability to integrate e-signatures in the identity cards of the new generation was offered by the Information Computer Center (ICC) of the Ministry of Communications and High Technologies of Azerbaijan, said the source.

"The main goal is to achieve the mass character and facilitate the use of electronic services by citizens," said the source. "E-signature is the main basis of e-services and e-government, on the base of which public and private entities will be able to develop mechanisms and platforms of providing e-services."

Electronic certificates will be issued to citizens by ICC. The center will also deal with the integration of e-signature on the chips of the new generation identity cards. A new center of e-signature will be created for these purposes.

It will handle requests from the nine centers of personalization, operating under the ministry of internal affairs of Azerbaijan. The ICC will prepare certificates and send them back on the basis of the received requests.

Information on the chips of the new identity cards will be entered by the ministry of internal affairs. Registration of citizens willing to obtain new identity cards will be carried out at approximately 90 departments of the ministry, as well as in the ASAN service centers.

The amount of the state fee for a new identity card will be 5 AZN, according to unofficial data.

The official exchange rate for December 22 is 0, 7844 AZN / USD.
