It was earlier reported that the project for modernization of Tashkent thermal power plant envisages the construction of a new power unit with a combined-cycle plant of 370 megawatt.
Uzbekistan expressed intention to modernize the Tashkent thermal power plant over 10 years ago. Japan Bank for International Cooperation (JBIC), Uzbekenergo and Uzbekistan's Finance Ministry signed a loan agreement in May 2002 on allocation of 24.955 billion Japanese yen worth loan for the implementation of this project.

Uzbekenergo signed an additional agreement with the general contractor - the international consortium consisting of Slovak SYNECTA a.s., Istroenergo Group, Canadian SNC-Lavalin in late 2011 and renewed the earlier suspended contract. Later, the Czech CKD Export joined the project.
The construction of the combined-cycle plant started in 2012. The US General Electric is the main supplier of equipment for the construction of the combined-cycle plant.
The project is financed with the loans from China Development Bank - $220 million, the Fund for Reconstruction and Development of Uzbekistan - $76.2 million, commercial loan from SYNECTA a.s., - $68,9 million, loan from Uzpromstroybank - $26.9 million, loan from Japan International Cooperation Agency - $2 million and own funds of Uzbekenergo - $117.7 million.
