Azerbaijan is developing a local development plan for economic regions, as well as municipalities, Trend reports.

The "Support to Local and Regional Development in Ganja –Gazakh Economic Region” (SLRD)" project, headed by the Ministry of Economy, is being implemented by the German Corporation for International Cooperation GmbH (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH) on behalf of the EU and the Federal Ministry for Economic Cooperation and Development of Germany.

As part of the project plans for Gadabay, Dashkasan and Tovuz districts have already been developed.

The first stage for the preparation of a development plan for the city of Ganja, along with Gazakh and Goygol districts, has also been completed. This is to be followed by a development plan for other administrative regions of the Ganja-Gazakh economic region.

Plans for the local development of municipalities are being developed on the basis of a methodology leaning both on the local legislation and international experience.

Work on development plans is divided into two main stages. The first stage consists of conducting a socio-economic study of cities and districts. Then, based on the results obtained, a development plan is formed at the second stage. A special research group is formed for conducting a socio-economic study of each city and district.

The methods of diagnostic analysis applied in forming a plan for the development of cities and districts are applied on the basis of a methodology approved by the Ministry of Economy.

In addition, all the steps to be taken during the stages of the development plan are calculated, and the final document reflects the quality of work and the results obtained with the disclosure of specific real budgets for the expenditures to be made. This helps the government to evaluate the proposals received for each district, from local governments, and select priorities.

According to Fariz Garayev, regional coordinator of the German Corporation for International Cooperation GmbH, a study was conducted in Ganja during the first stage.

"The city’s socio-economic and environmental issues were discussed here, with the participation of relevant structures of the district executive authorities, other enterprises, and organizations located and operating in the city. At the end of this stage, based on data from various sources and participants of the seminar, a socio-economic diagnostic report is being formed," Garayev added.

The regional coordinator said that two documents were prepared as a result: a socio-economic diagnostics report and a city development plan.

"Both documents are consistent with the Ministry of Economy and relevant executive authorities," said Garayev.

According to him, after the approval of the pilot plans by the Ministry of Economy, development plans will be developed for all administrative cities and districts of the Ganja-Gazakh economic region, and the issues reflected in them will be included in the "State Program on socio-economic development of regions” for 2019-2023.

In addition, the German Corporation for International Cooperation GmbH, in 2014, in accordance with the instructions of the Ministry of Justice, in accordance with legislation and international practice, developed a methodology for the preparation of a development plan for municipalities, and for several years it has been applied in municipalities. Local development plans were drawn up for 43 municipalities.
