Kazakhstan eyes introduction of personal income tax progressive scale

Kazakhstan may introduce Personal Income Tax (PIT) progressive scale, Kazakhstan’s President Kassym Jomart Tokayev said, Trend reports with reference to the president’s press secretary Berik Uali.

Tokayev said that the issue of introduction of the Personal Income Tax (PIT) progressive scale should be approached in terms of justice.

Tokayev said the progressive scale means that people whose earnings are not high, should pay less taxes, and people who earn a lot above the average, and are considered rich, should pay more.

“In my understanding, if someone earns up to 200,000 tenge ($475), maybe up to 300,000 tenge ($712), they do not have to pay 10 percent tax, they can pay about 7 percent tax. The details will be decided by the government’s commission,” Tokayev said.

He noted that a PIT of 10 percent should remain a broad-spectrum tax and should still apply to the middle class. People receiving from 300,000 to 1.5 million tenge ($712 to $3,563) will pay a tax of 10 percent, the president said.

“Those who earn over 25 million tenge ($59,393) per year, should pay more than 10 percent for PIT. How much they will pay will be determined by the commission, but not more than 15 percent. I believe that PIT should not exceed 15 percent in Kazakhstan," Tokaev said.

He added that government’s proposals on the introduction of a progressive scale of PIT will be discussed with public, specialists and experts and only then the end-decision will be made.
