FARHAD ALIYEV: BY PRIVATIZATION OF STATE PROPERTY A LOT OF PROBLEMS ARISE

By implementation of the privatization process the government of Azerbaijan faces a number of problems. The state is not always successful in privatization process, the Minister of Economic Development (MED) Farhad Aliyev told Trend.

One of the problems is impediment from the part of the enterprises management. According to him, there are cases at some enterprises, when head of this or that object does not privatize it himself and hampers a free access to the privatization process to other claimants.

Moreover, the Minister noted, by assessment of a number of enterprises, the price determination is dominated by the “name“of the object, but not by its actual price. "Some of the enterprises have the name, but the property is at a low level, however, a big price is set by their assessment.

There are such cases, for instance, by privatization of oil tank farms. If their actual price is 50 million manats, by assessment the price for the object is set as 5 billion manats, and it means a considerable increase of the real price”, the Minister noted.

One more problem in privatization is the arrears amounts of the objects to be privatized, according to the Minister. "There are enterprises with great debts. Therefore we announce investment competitions. We want to sell them, but there are no buyers.

One more problem is correlation of the progress and the number of job places. "If the enterprise has a large staff, it is no good to deprive them of the jobs. But while applying new technologies it is not efficient to have 500 employees instead of 50”, he noted.

According to Aliyev, all these and some other problems discourage the entrepreneurs from privatization. "They are ready to take a new land, to set up new enterprises there and work”, the Minister noted.

According to him, the way for getting out of the situation is a stage-by- stage solution of the problem, Aliyev noted.
