The Chairman of the Permanent Social-Political Commission of the Azerbaijani Parliament, Hadi Rajabli, informed Trend that a law On social adaptation of people released from penal system will be adopted during the Spring session of Parliament.
According to him, the project involves re-habilitating prisoners into the community. This law will regulate relations amongst the Government, community and prisoners released from prisons. We don not want those released from prisons to end up back there again, Rajabli said, adding that according to statistical data, 30% of those released from prisons have committed further crimes and been sent back to prison.
It is a negative situation. This means that those convicted do not improve in prisons, the community does not accept them and they end up back in prison, he stated, saying that at present the Bill is being updated.
