Azerbaijani Parliament does not Pass Opposition Bill on Oil and Gas

Azerbaijan, Baku, 26 February / corr. Trend I. Alizadeh/ MPs of Musavat opposition party of Azerbaijan said that the rejection of the bill on Oil and Gas by the commission on natural resources, energy and ecology is illegal.

"The heads of the commission on natural resources, energy and ecology have violated a Law on Permanent Commissions and Law on MP Status. The permanent commission does not have a right to reject a bill," Panah Huseyn, the member of the MP group of Musavat party said to Trend .

The bill on Oil and Gas, introduced by the MP of group of Musavat party was discussed in the permanent parliament commission on natural resources, energy and ecology. According to the decision of the permanent commission, there is no need for such a bill in Azerbaijan.

The members of the Musavat MP group said that they do not agree with the decision of the commission. "The document introduced to us says that the commission does not consider the passing of the bill necessary. There is no any substantiation," Huseyn said and added that the commission may not give back the bill and can only state whether there is a need to adopt it. "Only MPs can decide whether the bill will be adopted in the meeting of the parliament. Therefore the commission violated the law by rejecting the bill. It demonstrates the parliament does not want to pass the law on Oil and Gas," Huseyn said.

According to MP, he will appeal to the chairman of Azerbaijani parliament Ogtay Asadov to discuss the bill once again.

The bill consists of 33 articles and 6 parts:

-Property rights to oil and gas

-Agreement on oil and gas

- Economic issues in oil and gas

-Protection of environment and labour

-Final article

Azerbaijan signed some 30 contracts of PSA type in 1994 with the foreign companies on the development, and rehabilitation of oil and gas deposits.
