Oil quality bank transported via Transneft system and unloaded from Novorossiysk, Tuapse and Primorsk ports will allow exporters to get operational profit and increase payments to budget, an official representative of the Russian Ministry of Energy told trend Capital over phone on April 13. The official representative commented the Russian Ministry of Energy's opinion spread by Russian media outlets regarding creation of quality bank
"Quality bank is being developed now. The working group comprising representatives of oil companies, Transneft and the Ministry of Energy considers a problem on oil flows quality," a representative of the Ministry of Energy said.
Introduction of quality bank system for oil loaded from Novorossiysk port will take from 3 to 8 months depending on its kind, a source in Transneft Russian company told Trend over phone from Moscow.
Construction of additional reservoirs for raw materials keeping is not required to introduce oil quality bank in Novorossiysk port, he said. Creation of quality bank envisages introducing coefficient of oil price calculations of different producers depending on quality of raw materials. But there are some proposals to sell net oil that Russia gets, Transneft said.
Azerbaijani oil is supplied to Novorossiysk port via Baku- Novorossiysk oil pipeline mixing with other oil and is sold as URALS. SOCAR exported roughly 610,000 tons of oil via Baku- Novorossiysk oil pipeline in the first quarter compared to more than 249,000 tons for the same period of 2008. Over 224,000 tons of oil was exported via this oil pipeline in March.
Roughly 1.2 million tons of Azerbaijani oil was exported via Baku- Novorossiysk oil pipeline in 2008 that equals the same index of 2007.
