Turkmenistan joins changes in convention on liability for oil pollution damage

During the last meeting of the fourth assembly of Majlis (Parliament), MPs voted on the approval of the decree on the project 'Addition to protocol on the change of the International Convention on Civil Liability for Oil Pollution Damage', an official Turkmen source said.

Turkmenistan is on the banks of the Caspian Sea.

The 1992 International Convention on Civil Liability for Oil Pollution Damage, which had earlier been the 1969 International Convention on Civil Liability for Oil Pollution Damage, was reworked under auspices of the International Maritime Organization. The Convention was named as the International Convention on Civil Liability for Oil Pollution Damage in 1969.

The Convention's major goal is full compensation for oil pollution damage. The Convention on Liability determined the limit of liability according to ship capacity, and decided that a ship-owner's liability, transporting more than 2,000 tons of oil as freight, must be financially covered (insured or guaranteed in another way).

Insurance or any financial support of a ship-owner's civil liability for oil pollution damage must be confirmed by a special certificate given to each ship by the recognized authorities of the country. Ships without this certificate must not be allowed into ports participating in the Convention on Liability.
