Kazakh energy specialists will be committed to refund money for non-fulfillment of the investment programs, Murat Ospanov, chairman of the Agency for Regulation of Natural Monopolies of Kazakhstan, said on the extended board meeting.
"The power generating organizations are determining independently their investment commitments," he added. Respectively, there are no quarantines that the level of tariff income will not lead to super-profits and tariff itself will not be monopoly high."
In this regard, amendments to the active legislation will be included. This will oblige subjects of natural monopolies and regulatory market to refund disbursements to consumers under non-fulfillment of the investment programms.
Current draft law is under examination by the Majlis (lower chamber) of parliament.
