The Parliament of Kazakhstan is considering amending the bill relating to control and surveillance of energy work.
The Ministry of Industry and New Technologies proposes to introduce into the law "On Electric Power " rules for the preparation and passage of the energy supply and energy transmission organizations during the autumn-winter period; security zones of electrical network objects up to 1000 and over 1000 volts; heating systems and the special conditions of use of land sites located within the boundaries of these zones; accreditation of organizations; experts on energy examination; organization and conduct of individual tests ; regulation of import/export of electricity , as well as a number of other amendments.
After review of the court, and establishing the existence of grounds specified in the law, parliament hopes to pass the bill within six months, deputy chairman of the committee of the State Energy Supervision of the Ministry of Industry and New Technologies of Kazakhstan, Aidar Aliakparov said.
It is proposed to add to the Code "About administrative offences "the following offences and violations:administrative offences; violation of the requirements for passport ready for the autumn-winter period ; violation of norms of operational supplies of fuel; violation of the rules of the organization of technical maintenance and repair of equipment; buildings and structures of energy plants, thermal and electrical networks , as well as output order and timing of repair of power equipment; violation of the requirements for issuance of technical conditions , as well as a violation of the requirement to conduct energy, according to Aliakparov.
This bill is designed to implement the orders of the head of state for the establishment of a clear and efficient system of energy regulation and control.
