Kazakhstan's state district power plants (SDPP) are negotiating on supplying the electricity produced by them to Belarus, the First Deputy Governor of Pavlodar region, Duisenbai Turganov said at a press conference in Astana on May 26.
"The heads of the Ekibastuz SDPP -1 and Aksu SDPP are negotiating on supplying 2-3 billion kilowatt hours of electricity to Belarus per year," he said.
The deputy governor underscored that jointly with the KEGOC JSC and their Russian partners, both of the SDPPs are negotiating on the terms of transiting this electricity to Belarus through Russia.
Russia's Deputy Energy Minister Yuri Sentiurin earlier said there is a system of legal agreements and contracts that regulate the issues related to the joint production and transmission of electricity.
All these documents eliminate the pre-existing inequalities in the supply of electricity from one country to another.
He went on to add that Russian State Duma has approved the principle of adequacy which boils down to the fact that the electricity transmission within any state and its transit to a partner country is carried out with the same principles.
"By virtue of this principle, from now on, there are no obstacles for transiting electricity generated by the Ekibastuz SDPP to Belarus through Russia," the deputy minister said.
Sentiurin also stated that all this is also set out in the updated version of the Energy Strategy of Russia until 2035.
The board member of the Energy and Infrastructure of the Eurasian Economic Commission, Danial Akhmetov said that the concept for creating a single electricity market for Kazakhstan, Russia and Belarus must be worked out by mid-2015.
This program must be put into operation in 2016.
In the 60-70s of the last century, the Ermakov TPP (Aksu TPP) was considered the largest thermal plant not only in Kazakhstan but also in the entirety of Central Asia.
Currently, the plant has seven power units, and their total installed capacity is 2,100 megawatts.
