Uzbekistan reforms oil, gas sector

Uztransgaz energy company will be removed from Uzbekneftegaz, Trend reports with reference to the decree of Uzbekistan's president published by uza.uz state news agency.

President of Uzbekistan Shavkat Mirziyoyev signed a decree approving Concept for the Development of the Country's Oil and Gas Industry until 2030, as well as the composition of the working commission headed by Prime Minister Abdulla Aripov, for the implementation of this concept.

The decree states that up to 49 percent of shares in Uztransgaz and Uzbekneftegaz will be sold to investors no later than in 2024.

Hududgaztaminot JSC will be created on the basis of the territorial branches of Uztransgaz. It will be responsible for the operation of gas distribution networks and the supply of natural and liquefied gas to the population and social facilities.

Uztransgaz will become the sole operator responsible for the purchase of natural gas from mining organizations for further transportation throughout the country and abroad, the sale of blue fuel to consumers connected to main gas pipelines, as well as to consumers connected to gas distribution networks under agreements with Hududgastaminot.

Gas supply facilities will be gradually transferred to the management of private operators. They will sell gas to consumers under a public-private partnership, and collect payments, which is currently the responsibility of the Bureau of Compulsory Enforcement under the General Prosecutor’s Office.

Uzburneftegaz, Uzneftegazdobycha, Uznefteprodukt and Uzneftegazmash are planned to be joined to Uzbekneftegaz, which will allow to remove intermediate links in the holding's management system.

Non-core assets of Uzbekneftegaz and its member enterprises will be sold out. Their shares in the markets, trade and livestock complexes will be transferred to local authorities.

By 2022, it is planned to cover all categories of natural gas consumers with an automated control and accounting system.

Uzbekneftegaz should increase the production of hydrocarbons, including natural gas to 42.3 billion cubic meters, and liquefied gas to 1.5 million tons in 2024. Uztransgaz needs to increase the storage of natural gas in underground storage facilities, introduce a system of monitoring and management of natural gas flows (SCADA) and build and modernize gas pipelines.
