Uzbekistan's Fergana refinery eyeing production of Euro-5 diesel

Fergana Oil Refinery will start producing Euro-5 diesel as early as autumn 2020, Trend reports citing the Ministry of Energy of Uzbekistan.

"The future configuration of the refinery and the required capacity of new licensed facilities for processing two million tons of hydrocarbons per year have been determined," the report says.

In the period from 2020 to 2023, work is planned on design, procurement of equipment and materials, construction and commissioning of new units and processes for obtaining high concentrated hydrogen, light naphtha isomerization at the Fergana Refinery.

Uzbek side concluded the contract on start of early work with French Axens company for licensing and design of hydrocracking and isomerization units, as well as contract for manufacture and supply of diesel fuel hydrotreatment catalyst to replace the old one with a more modern and highly efficient catalyst.

Moreover, contracts were also concluded with Amec Foster Wheeler (for the development of design documentation for unlicensed units and FEED basic project) and Argus Media (for market research of base and marketable oils) companies.

Start-up meetings (FEED and PDP Kick off meeting) were held with participation of the representatives of Axens and Amec Foster Wheeler companies.

At the same time, work is underway to implement measures (first stage is scheduled to be implemented as early as 2020) aimed at introducing software at the Fergana Refinery to automate accounting, document management and digitalization of production processes.

As a result of replacing the diesel hydrotreating catalyst, the Fergana Refinery will be able to produce diesel fuel in accordance with modern European quality standards as early as the fourth quarter of 2020.
