Kazakh PM instructs to renew concept of Kazakhstan's transition to "green economy"

Prime Minister of the Republic of Kazakhstan Askar Mamin instructed to renew the Concept of Kazakhstan's transition to the "green economy" taking into account Kazakhstan's international obligations under the Paris Agreement, Trend reports with reference to the press service of the prime minister.

A meeting of the Council for the transition to the "green economy" under the president of the Republic of Kazakhstan was held under the chairmanship of Mamin.

Minister of Ecology, Geology and Natural Resources Magzum Mirzagaliev, Mayor of Almaty Region Amandyk Batalov, Deputy Mayor of Kostanay Region Viktor Ionenko reported on the implementation of the Action Plan of the Concept for the transition of the Republic of Kazakhstan to the "green economy" for 2013-2020.

Acting Chairperson of the Board of the International Green Technologies and Investment Projects Center Zhanar Igenova spoke about the development of reference books of the best available technologies.

The labor productivity in agriculture increased by 4.83 times, the share of renewable energy sources in electricity generation increased up to three percent, the share of gas power plants - to 20.2 percent as part of the implementation of the Concept for the transition of the Republic of Kazakhstan to the "green economy" for 2013-2020.

The share of water users having permanent access to the central drinking water supply system in cities reached 97.5 percent, in rural areas - 90.1 percent. The energy intensity of GDP has been reduced by 33.1 percent compared to the figure in 2008.

A new Environmental Code has been adopted to implement the tasks of sustainable development in Kazakhstan. It will enter into force on July 1, 2021. It envisages the stimulation of enterprises to modernize production through the use of indicators of the best available technologies according to the experience of the EU countries.

The reference books on the best available technologies are being developed based on the comprehensive technological audit of enterprises in key sectors of industry of the Republic of Kazakhstan, conducted by the bureau of the best available technologies.

The technical working groups included 335 representatives of industrial enterprises, state agencies, environmental associations, scientific and design organizations, universities. The interaction with international consultants is underway.

Such reference books as "Combustion of fuel at big installations for the purpose of energy production", "Oil and gas refining", "Production of inorganic chemicals", "Production of cement and lime", "Energy efficiency in the implementation of economic and (or) other activity" are currently under consideration. The nine reference books are planned to be developed in 2022.

In total, in the coming period, it is planned to develop at least 30 sectoral and intersectoral reference books on the best available technologies. The reference books on the best available technologies and corresponding conclusions will be approved upon the resolutions of the government of the Republic of Kazakhstan.

The prime minister instructed to renew the Concept for Kazakhstan's transition to the "green economy" taking into account Kazakhstan's international obligations under the Paris Agreement and the 2030 Agenda for Sustainable Development, as well as the "Zhasyl Kazakhstan" national project which is being developed.
