Kazakhstan's KazMunayGas names reasons for upcoming repair of Pavlodar refinery

The repair of the Pavlodar refinery in Kazakhstan can’t be postponed further because of the weather conditions, Director of the Oil Refining and Petrochemistry Department of KazMunayGas National Company JSC Dmitry Makeyev said at a briefing in the Central Communications Service, Trend reports.

According to Makeyev, another reason for the the refinery’s urgent repair is that overhauls haven’t been carried out there since 2018.

The terms of work were postponed twice in the summer in order to maintain a balance on diesel fuel, taking into account the demand of agricultural producers, he reminded.

Besides, the current volume of diesel fuel production at the three refineries [Pavlodar, Ayrau and Shymkent] is nearly 16,000 tons per day. At the same time, a high level of diesel fuel consumption (about 16,500 tons per day) is maintained in the country, the company’s representative explained.

“On October 1, 2021, the Pavlodar refinery will suspend its operations for routine repair. At the same time, the daily production of diesel fuel at the Atyrau and Shymkent refineries is nearly 9,500 tons. Totally, in October, the Atyrau refinery will produce 133,000 tons of diesel, and the Shymkent refinery – 161,000 tons,” Makeyev also noted.

“Before the suspension of operations at the Pavlodar refinery for repairs, the enterprise will form a stock of diesel fuel in the amount of 27,000 tons, which will be shipped in October. Moreover, gasoline reserves will also be formed: 45,000 tons for RON-92, and 2,000 tons for RON-95,” he further said. “The refinery shutdown is due to the need for repair, partial replacement and inspection of a number of main technological facilities in order to eliminate production risks in the enterprise’s operation.”

“Therefore, it’s impossible to postpone the repair of the Pavlodar refinery for the next year,” concluded the speaker.

In general, it’s planned to launch the plant by the end of October, and commercial diesel in the volume of 6,000 tons per day will begin to be shipped from October 28.
