BAKU, Azerbaijan, March 28. International trader Euronova Energies will build a bitumen terminal in the Romanian port of Constanta on the territory of Oil Terminal SA, in this regard a relevant agreement was signed, an informed source exclusively told Trend.

"The evaluation panel has chosen Euronova Energies from seven applicant businesses, and the shareholders of the oil terminal will begin negotiations with this company on March 28 on the development of a bitumen terminal," the source noted.

This company operates in the South-Eastern European market, specifically in the Black and Adriatic Seas, focusing on oil and oil products, and it has oil product storage facilities at the Constanta oil terminal, indicating that it is familiar with the port's intricacies and infrastructure.

According to the source, in addition to this company, SOCAR Petroleum SA (a Romanian subsidiary of SOCAR), Takida Terminal SRL, Frial SA, OMV Petrom SA, Vitaro Energy SRL, and Trafigura Pte Ltd all submitted tender offers by November 20, 2023.

The development of a bitumen terminal is one of the areas of diversification of the fuel product portfolio in the port of Constanta, as per the Development Strategy and Management Plan of Oil Terminal SA for the period 2023–2027.

The Romanian authorities are interested in having the terminal operational by 2028, as Romania is experiencing an acute shortage of bitumen. The country has many projects for the implementation of which bitumen is needed.
Based on estimates by Romania's Ministry of Energy, the country's bitumen production covers only 20 percent of its needs, and the authorities are set to import it on a large scale.

As for Socar Petroleum SA, it has been operating on the Romanian market for 12 years and owns about 70 filling stations.

Additionally, Socar Petroleum SA imports and distributes petrochemical products such as methanol, urea, polyethylene, and polypropylene throughout Romania, with three warehouses in Teius, Onesti, and Constanta.
The governments of Azerbaijan and Romania discussed the possibility of expanding SOCAR's business in Romania in the summer of 2023.
