Azerbaijani communications ministry considers procedures of licensing for 3G services

The ministry will issue licenses for the provision of services in the 3G standard after studying procedures for their issuance, Azerbaijani Communications and Information Technologies Deputy Minister Elmir Valizade told Trend on Aug.10.

The Ministry plans to consider the issue soon, after which it will be possible to talk about specific dates of their issuance to operators of cellular communication, Valizade added.

Azerbaijani President Ilham Aliyev signed a decree on the services requiring a special license, which includes the issuance of licenses for the provision of services on the 3G standard last week. According to the decree, the Cabinet of Ministers is in charge of determining additional conditions required for the issuance of a license within a month. The government determined the cost of license at about 11,000 manat.

According to the Director General of Azerfon Guido Helbih, currently the business in Azerbaijan is technologically ready to move to the new generation communication standard. The market tracks the high demand for innovative services, particularly data transmission services. The most perspective is the mobile Internet, Helbiha said.

In his turn, the leadership of Azercell also announced its technical readiness to implement 3G. According to the Director General of Azercell Telecom Ali Agan, the company expects only a necessary frequency resource. Companies will need a few weeks to put the 3G network in commercial operation, Agan added.
Bakcell Company also carries out technical re-equipment of base stations and preferred Flexi EDGE platform for the base stations, which can easily be combined with mobile radio technologies such as 3G, WiMAX and LTE. According to Director General of Bakcell Ineke Botter, the new technologies applied by Bakcell provided an opportunity to ensure flexibility in providing new mobile services combining voice services with data transmission at speeds comparable to ADSL.

Issuing licenses for 3G will attract additional investment and ensure development and modernization of the telecommunications networks in Azerbaijan.
