Azerbaijan to launch STEFI postal orders with Ukraine

Azerbaijan will soon launch into trial operation the money transfer services under the STEFI (Secured Transfer of Electronic Financial Information) system with Ukraine in March, Head of the Azerbaijani Communications and IT Ministry's Postal Services Department and Deputy Chairman of the postal services of the Regional Commonwealth of Communications (RCC), Novruz Mammadov told Trend.

Mammadov said Azerbaijan was the first country in the region and the CIS, which has implemented and tests the STEFI system. At present the system is in test operation and technical problems arising in the course of testing promptly removed.

"The launch of the system in trial operation will allow the Azerbaijani postal operator to offer two types of money transfer services. It is a traditional form of remittances during the three days, and money transfers in three hours. A legal document has already been signed with Ukraine. A similar document was also signed with Belarus. In general, we are going to apply the STEFI system in the direction of the five countries by late 2011. Today, the main traffic of Azerbaijan accounts for to Russia, Ukraine, Belarus and Kazakhstan," Mammadov said.

Mammadov is the regional head of the project to develop e-money transfers. He is working with other countries to join the Secured Transfer of Electronic Financial Information System.

The question of regional e-money transfers development project in Europe and the CIS, Mammadov, was considered during the first two-day seminar in the framework of the strategic regional project of the Universal Postal Union (UPU), "Development and strengthening of the Postal Payment Services" which was held  in Uzbekistan on Feb.1-2.

The meeting considered the prospects of development of postal financial services and postal charges, and discussed the draft agreement on cooperation in the implementation of an UPU regional plan for e-payments postal services.
