Cooperation between governments of Azerbaijan and Russia is an important stage in the development of ICT relations [between the countries], Igbal Guliyev, deputy director of the International Institute for Energy Policy and Diplomacy of Moscow State Institute of International Relations (MGIMO), candidate of economic sciences, told Trend on Aug.20.
According to Guliyev, who is also an expert of the Sustainable Development Center under MGIMO, one of the important components in this area is to ensure both internal and external information security.
The expert reminded that in May 2021, the signing of a number of fundamental documents between the Ministry of Digital Development, Communications and Mass Media of Russia and the Ministry of Transport, Communications and High Technologies of Azerbaijan gave a certain impetus to the development of relations between the countries.
"These documents include the agreement on cooperation in the field of ICT, the Memorandum of Understanding between the Federal Service for Intellectual Property of Russia and the Intellectual Property Agency of Azerbaijan, protocol on the transition to the integration of information systems in the field of plant quarantine, signed by the Ministry of Agriculture of Russia and the Food Safety Agency of Azerbaijan,” he said.
Besides, the protocol on the mutual recognition of the results of online customs control of certain goods, signed by the Federal Customs Service of Russia and the State Customs Committee of Azerbaijan is also among the mentioned documents, Guliyev added.
“The general assessment shows the focus of the Azerbaijani economy on modernization, participation in the global transformation of the energy sector, strengthening its position as a key player in the international arena, active cooperation between the countries, maintaining the course of sustainable development, introducing science-intensive and highly intelligent technologies, and ensuring a high standard of living for the population," concluded the expert.
