Turkmenistan develops legislative platform for single digital economy base

The Turkmen Logistics Association, together with government agencies, is actively involved in the development of a legislative platform for the creation of a single digital database and digital economy, Trend reports with reference to ORIENT Information Portal.

According to the information, at present, Turkmenistan is implementing program measures for digitalization, the introduction of digital means and electronic services, which is of great importance for increasing the competitiveness of all sectors of the economy.

It is noted that an important step in this direction was the adoption of the Concept for the Development of the Digital Economy in Turkmenistan in 2019-2025 and the State Program for the Development of the Digital Economy in Turkmenistan for 2021-2025.

“These documents are aimed at increasing the efficiency of market mechanisms through the use of information technologies. They represent a roadmap for the technological transformation of all industries and public administration, the formation of a knowledge economy based on a huge resource and production potential,” the message says.

Turkmenistan attaches great importance to the development and effective use of its transport and transit potential, as well as expanding the investment opportunities of transport and transit corridors along the Asia - Europe, Europe - Middle East, in particular, the Lapis Lazuli Corridor and the Caspian Sea - Black Sea".

It is noted that this is the goal of initiatives for development of international multimodal transit corridors and sustainable transport, which are reflected in the resolutions of the UN General Assembly on the role of transport and transit corridors in ensuring international cooperation for sustainable development.

In this regard, Turkmenistan is especially interested in studying international experience in the field of digitalization of transport and logistics.

In addition, in recent years, Turkmenistan has been actively cooperating with the UN and its agencies, in particular UNCTAD (United Nations Conference on Trade and Development) and UNDP (United Nations Development Program), supports projects aimed at harmonizing legislation, improving tariff policy and developing the transport infrastructure of the Europe-Caucasus-Asia corridor (TRACECA).

It is also noted that the basis for the digitalization of trade and transport links within the framework of the implementation of global and regional strategies for sustainable development was the Memorandum of Cooperation to promote the implementation of the "Single Window for Export-Import Operations" project in Turkmenistan between Turkmenistan and UNCTAD.

In this regard, for transport companies, the issues of digitalization of customs procedures, agreements and conventions unifying them, the advantages of using TIR Carnets, Carnet ATA, the advantages of maintaining e-CMR, Carnet TIR are of no small importance.

“Using world experience, the Turkmen Logistics Association, together with government agencies, actively participates in the development of a legislative platform for the creation of a unified digital data base and digital economy, makes proposals to improve the implementation of electronic document management and professional development,” the statement said.
