Ministry of Transport of Uzbekistan issued an order announcing the introduction of the Open Skies regime at all airports of the country, Trend reports citing the ministry.
The Open Skies regime will be introduced from August 1, 2020, for a period of two years, with the possibility of further prolongation or change of conditions at the airports in Uzbekistan.
In particular, the regime will be introduced at the airports of Karshi, Nukus, Termez, Bukhara, Navoi, Urgench, Andijan, Fergana, Namangan and Samarkand with the application of the fifth freedom of air. The fifth freedom gives airlines the right to carry passengers and cargo from one foreign country to another for a fee when flying to their country.
According to the order, the Open Skies regime will be introduced at the airports of Karshi, Nukus, Termez, Bukhara, Navoi and Urgench without any restrictions; airports of Andijan, Fergana, Namangan and Samarkand, will provide the right to perform passenger flights to the mentioned airports by all foreign airlines (members of the International Civil Aviation Organization) without restrictions on frequency, taking into account the technical capacity of the airports on routes not operated by designated carriers of Uzbekistan, and the same rules apply to the airport of Samarkand, upon completion of reconstruction work.
According to the order, foreign airlines are entitled to perform cargo flights up to the seventh air freedom in Navoi and Termez airports. The seventh freedom gives the right to carry passengers and cargo between two foreign countries without continuing to fly to your country.
"At the same time, foreign airlines interested in opening new routes or planning to increase the number of flights should submit the necessary documents to the Aviation Agency under the Ministry of Transport and the Department of Air Transport Development in accordance with the established procedure. The agency assured that all appeals on this issue will be considered in the shortest possible time," said the ministry report.
