Kazakh domestic manufacturers need government support

Prior to accession to the WTO and within Customs Union, the government should introduce systematic measures to support domestic producers. This was stated on Friday by the chairman of the Presidium of Kazakh National Economic Chamber (NEC) Atameken Union, Timur Kulibayev at a regular meeting of the NEC Presidium.

Prior to accession to the WTO and within Customs Union, the government should introduce systematic measures to support domestic producers. This was stated on Friday by the chairman of the Presidium of Kazakh National Economic Chamber (NEC) Atameken Union, Timur Kulibayev at a regular meeting of the NEC Presidium

"Given the creation of CES and accession to WTO, Kazakh producers have to face tough competition. It is important that the government introduces systematic measures of support to national business and additional preferences are provided through government and national companies," Kulibayev said.

In turn, the Vice Minister of Industry and New Technologies Nurlan Sauranbayev noted that the government proposes to introduce key indicators for the development of local production in the strategy of the national companies as a systematic measure.

"The operational measures propose assigning indicators of local content for chief executives and to establish personal responsibility for achieving them," Sauranbayev said.

According to him, it is planned to assign a special deputy chief executive who will be responsible for the development of local content.

"This will result in the implementation of these measures creating a clear hierarchy for managing local policy", the deputy minister said.

Alongside this he said long term contracts are an effective tool to support local entrepreneurs.
In this regard, the national companies should ratify long term plans on the procurement of goods and services till March 1, 2013 on the basis of the five-year production plan with a list of the most popular imported goods and services, production of which could be established in Kazakhstan.

"When it comes to competitiveness, there is no need to support companies having no certain prospects within the common economic space (CES) and the WTO. We consider it necessary to focus on the support measures for competitive enterprises," Sauranbayev said.
