Kazakhstan intends to use robots to develop draft laws

Baku, Azerbaijan, Sept. 21

Trend:

Kazakhstan intends to use robots to develop regulatory and legal acts, the Minister of Justice of Kazakhstan Marat Beketayev said when speaking on the improvement of law-making activity during the government hour in the Senate of the Parliament of Kazakhstan, "Kazinform" reported.

"I want to note the ongoing work on the development of the "E-legislation" information system. The system will process large volumes of data - "Big data", which will come from Internet resources and databases of state bodies after their integration," Marat Beketayev said.

It is planned to connect an artificial intelligence – a robot to this system in the future, the minister said.

"The robot will not write the norms of the bill instead of people. It will process analytical data at the request of the state body and issue the result necessary for the development of the draft law", Beketayev explained.

The minister added that large scientific centers of the world have strong information systems.

"They are also connected to the main state databases. Therefore, these centers work not only on the basis of theory and literature, but also on the basis of the analysis of law enforcement practice. The results of specific legislative innovations are modeled, and the conclusions are made about the consequences of their implementation in certain areas of social relations or the economy," Marat Beketayev said.

In this regard, the ministry is currently taking other preventive measures of an organizational nature, the minister of justice noted.

"In particular, the use in the legislative process of the potential of the Institute of Legislation, as the main research body, as well as the National Center of Legal Information, as the owner of the unified state register of normative legal acts, and their services of informational and legal nature is being planned", Marat Beketayev said.
