International Civil Aviation Organization (ICAO) has increased the level of flight safety in Kazakhstan, Trend reports with reference to Kazinform.
This indicator made up 84 percent, which is 15 percent higher than the world average level.
The work carried out by the Civil Aviation Committee of Kazakhstan’s Ministry of Industry and Infrastructural Development jointly with the country’s Aviation Administration as part of the implementation of the 68th step of the national plan for the transition to a new model of civil aviation management was highly appreciated by the ICAO auditors.
According to the preliminary results of the ICAO audit on flight safety conducted on August 2-11, 2021, Kazakhstan exceeded the global average level of compliance with the organization's standards by 15 percent and reached 84 percent.
The increased compliance with ICAO standards has been demonstrated in the following audit areas:
Basic Aviation Legislation (LEG) - from 61 percent to 81 percent;
Civil Aviation Organization (ORG) - from 37 percent to 75 percent;
Air Navigation Services (ANS) - from 87 percent to 95 percent;
Aerodromes and Ground Aids (AGA) - from 56 percent to 90 percent; and
Aircraft Accident and Incident Investigation (AIG) - from 47 percent to 53 percent.
Kazakhstan has achieved an average level of compliance with ICAO standards of member countries of the European Aviation Safety Agency (EASA) (84 percent). At present, in terms of this indicator, the country has outstripped many European countries, including Slovenia – 82 percent, and Cyprus – 82 percent.
Besides, the Central Asian country reached Iceland and Poland (both with 84 percent), and also got close to Denmark (85 percent), Latvia (86 percent), the Netherlands, Belgium, Portugal, and Czech Republic (87 percent each).
The audit results will soon be officially published on the ICAO website and will be available to all States.
This ICAO audit was aimed at assessing the new approach to the governance of the civil aviation industry and the progress made by Kazakhstan in addressing previously identified safety oversight concerns. In general, ICAO initiates a country audit in the event of significant changes in the industry regulation.
Kazakhstan's initiative under the national plan on transforming the country's safety control and oversight model was positively assessed in this independent ICAO evaluation carried out by auditors from ICAO Headquarters, the European Regional Office and an ICAO Member State.
The ICAO auditors noted the fruitful work carried out by the Civil Aviation Committee and the Aviation Administration of Kazakhstan and the significant progress achieved since the launch of the new management approach.
The absence of significant remarks on flight safety in the country allows airlines to freely operate flights to the countries of the European Union, after the authorization of the operator of third countries.
As to date, Kazakhstan has no threats to include domestic airlines in the ‘black list’ of the European Commission and to impose sanctions or restrictions on flights to foreign countries.
