The people of Kyrgyzstan has fulfilled its historic mission through having conducted an open, free presidential vote, President of Kyrgyzstan Roza Otunbayeva stated in an address released on Monday, KyrTAG reported.

"The people of Kyrgyzstan have fulfilled its historic mission: it voted openly, freely, peacefully for those pretending for the state's highest post," the address reads.

"I'd like to congratulate Almazbek Sharshenovitch on his being elected president of the Republic of Kyrgyzstan, and I wish him every success in his activity for the well being, unity and prosperity of our nation," Roza Otunbayeva said.

As has been reported, the Central Election Commission of Kyrgyzstan (CEC) announced the official results of the October 30, 2011 voting. Almazbek Atambayev is elected President of the Republic of Kyrgyzstan. He won 1,161,929 votes, which is more than a half - 62.52% - of total number of the voters.

President-in-Office Otunbayeva stresses the importance of events occurring in the country in her appeal. She also speaks about her mission: to ensure the conduct of free, fair and transparent presidential election.

"The international community waited impatiently for answer to its not simple question: will Kyrgyzstan, where corrupted criminal-family clans ruled long years and where there was unsteady public and political situation that led to two popular revolutions, be able to live in the conditions of democratic freedoms, and will the country cope with peace transition of power? The people of Kyrgyzstan astonished the whole world after it coped successfully with another turn of hardships in either June 2010 or October 2011. The presidential election ended the transitional stage of political reforms. The outcomes of the voting confirmed nation's high trust in Kyrgyzstan's new policy proclaimed after the April popular revolution. Despite the entire hardships, parliamentary democracy gets stronger and proves its consistency," she stated addressing the nation.

Roza Otunbayeva confirms Kyrgyzstan's adherence to its strategic partners and allies. She mentioned first of all Russia, CIS States, the European Union, the United States, and China that welcomed the presidential election.

At the same time, the President-in-Office notes that a number of violations and miscalculations were observed in the period of the election campaign. The CEC reports that it received 60 complaints from the presidential candidates, them-authorized persons, non-governmental organizations, and citizens. Such a small number of complaints confirms that the election process was carried out openly, freely, and with no mass violations or falsifications, Otunbayeva said. "However, to move forward, we should eliminate all the shortcomings we faced during the election and vote giving process," the President-in-Office said.

We improved election legal provisions and methodology and we definitely moved forward. All we understand that only he who does nothing makes no mistake. I am convinced that the new election system, with all shortcomings identified, will rule out any reproach or wrong thoughts on whether the vote counting procedure was fair," Otunbayeva said.

She thanked Kyrgyz people for their activity and civil responsibility and voiced her confidence that the election will become a starting point of uniting, stable and peace life of Kyrgyzstan.

"Each of us voted for peace and consent. I'd like to congratulate the people of Kyrgyzstan that made a decisive step toward democracy and, through its choice, demonstrated its adherence to open, peace transition of power, and to progress and civilized development," Otunbayeva stated in her address.
