DUSHANBE, Tajikistan, January 27. A Road Foundation is planned to be established in Tajikistan, Trend reports via the country’s Ministry of Transport.
According to the ministry, the foundation’s resources will be used to finance the design, construction, repair, and maintenance of road infrastructure.
A decree on the establishment has been signed by the President of Tajikistan Emomali Rahmon.
The Ministry of Transport has been tasked with presenting proposals on addressing organizational, legal, and financial matters related to the establishment of the Road Foundation within three months, in cooperation with other agencies such as the Ministry of Finance, the Ministry of Economic Development and Trade, the Ministry of Justice, and the State Committee on Investment and State Property Management.
As the Ministry of Transport pointed out, road foundations existed in several CIS (Commonwealth of Independent States) countries before the early 1990s but were then liquidated. In recent years, these foundations have begun to be restored, and Tajikistan is no exception.
The foundation's establishment in Tajikistan is considered an important step in the reform of road infrastructure, which began four years ago.
One significant milestone was the start of the inventory of road assets, which allows for data systematization and the creation of passports for roadways. In September 2023, the process of road accounting began using the modern ROMDAS system, acquired with the support of the Asian Development Bank. The work started with the international highway Dushanbe–Kulma, which is 1,008 kilometers long.
As of October 2024, out of the 5,567 kilometers of roads under the Ministry of Transport's balance, data on 5,261 kilometers had been collected, representing 94.5 percent of the total road network.
